4th Proclamation: [Action]

[There is a small child with a skull mask on her head and a strange, nasty-looking scar between her eyes wandering around the village.  She's mostly sticking to the central areas, not wanting to wander into someone nasty, but her curiosity has led her to want to poke around the new place she's found herself in.
